I noticed the "Fair Game doctrine" has been brought up more
than once here.
"Fair game" is a term which is often intentionally misinterpreted
and used by apostate Scientologists and other critics to unfairly tarnish
the Church.
"Fair Game" was cancelled in 1968, months after a policy bearing
that name was issued because it was susceptible to misinterpretation.
"Fair game" meant that those expelled from the Church could no
longer take advantage of the internal ecclesiastical support and justice
procedures churches of Scientology provide to resolve disputes and upsets
among Scientologists. They would have to make their own way, without
recourse to the Church or Scientologists.
In a March 1976 affidavit, L. Ron Hubbard explained that the policy had
never "authorized illegal or harassment type acts against anyone"
and he cancelled it "as soon as it became apparent to me that the
concept of 'Fair Game' as described above was being misinterpreted by the
uninformed."
The term "fair game" has not ever existed in Scientology since
1968. In fact, its *only* use since then is not by the Church at all,
but by a handful of anti-Scientologists and their attorneys who have
exploited this term and its inflammatory connotations in efforts to
generate anti-Scientology prejudice here and in the media or courtroom.
The truth is that Church management never has and never would tolerate
illegal or unethical actions to be committed in the Church's name. The
materials of Scientology are full of admonitions to build lives on
foundations of honesty and integrity. The commission of dishonesties or
harmful acts against another is the road to personal misery and
destruction of positive interpersonal relationships.

And now for the truth
Okay, we've just seen what Scientology's latest denials are about their
horribly embarrassing "Fair Game" policy. As a Scientologist
would say, let's "go to source" to see what L. Ron Hubbard had
to say about his "Fair Game" in his own words, shall we?
PENALTIES FOR LOWER CONDITIONS
(Applies both Orgs and Sea Org)
LIABILITY Suspension of pay and a dirty grey rag on left arm and day
and night confinement to org premises.
TREASON Suspension of pay and deprivation of all uniforms and insignia,
a black mark on left cheek and confinement on org premises or
dismissal from post and debarment from premises.
DOUBT Debarment from premises. Not to be employed. Payment of fine
amounting to any sum may have cost org. Not to be trained or
processed. Not to be communicated or argued with.
ENEMY SP Order. Fair game. May be deprived of property or injured
by any means by any Scientologist without any discipline of the
Scientologist. May be tricked, sued or lied to or destroyed.

When law enforcement agencies and the media observed the consequences of
Scientology's "Fair Game" policy, it caused the crime syndicate
considerable public relations problems as well as legal problems. Hubbard,
seeking to cover up this latest public relations blunder, issued a second
policy ordering his followers to refrain from using the term "Fair
Game" yet reconfirming the continued practice of "Fair Game."
We see that Hubbard was plagued with a public relations nightmare after
only one year of publically labeling his victims "Fair Game"
so he ordered his followers to refrain from using the term publically.
The fact that "enemies" of Scientology are "Fair Gamed"
has managed to be entered into the endless series of court documents
of both criminal and civil court cases, cases that get filed by the
crime syndicate to try to crush opposition to their criminal enterprise,
and cases that get filed by the victims of Scientology. So much
information about Scientology's "Fair Game" policy has become
available thanks to Federal agents who have raided the crime syndicate
and from ex-followers who courageously speak out about Scientology that
the The Skeptic Tank.

The organization's endless stream of lawyers like to lie to judges by
claiming that "Fair Game" is some how a term that victims of
Scientology has come up with so it became something of a priority to
make sure that Hubbard's written policies covering "Fair Game"
got entered into the court record as often as possible. A second
-- and probably even more damaging written policy of Scientology's --
is the so-called "Purpose of a Lawsuit" policy which states:
"The law can be used very easily to harass, and enough harassment
on somebody who is simply on the thin edge anyway, will knowing that
he is not authorized, will generally be sufficient to cause his
professional decease. If possible, of course, ruin him utterly."

If that racketeering policy wasn't enough, we also have another one
of Hubbard's policies:
The phrase "a black PR campaign to destroy the person's repute and
to discredit them" is also known within the crime syndicate as
"Dead Agenting." The notion that one can silence the truth
about Scientology's criminal activities by creating libel and slandar
-- "Find or manufacture enough threat against them..." is one
of the most criminal policies that Scientology practices.
When, for example, Ms. Paulette Cooper was investigating the syndicate and
wrote her report, "The Scandal of Scientology," the organization
forged bomb threats using Ms. Cooper's stationary with her finger prints
on them, trying to make Ms. Cooper look violently insane and trying to
make Ms. Cooper look like she was sending bomb threats to Scientology.
The facts of the case were discovered when Federal agents raided and
indicted the crime syndicate, retrieving documents which covered what
the syndicate called "Operation Freakout PC" wherein Scientology
specifically spelled out their racketeering plan to destroy her.
Now Scientology has created their "Volunteer Minister" scam.
The audacity of these criminals is truly amazing, isn't it?

CANCELLATION OF FAIR GAME
The practice of declaring people FAIR GAME will cease.
FAIR GAME may not appear on any Ethics Order. It causes bad
public relations.
This P/L does not cancel any policy on the treatment or handling
of an SP.
